It sounds like the siphon mechanism is gone - may be something as simple as the flat seal that starts the thing going, or you may need to replace the whole unit.
Take the lid of the cistern and watch how a working one works and then do the same with the non-working one - you should spot the problem.
You need a bigger tank with more presure.
or the stopper isnt opening up and by repeatedly flushing your keeping it open ( tyr flushing while looking in the back of tank)
I would go with the first, get it replaced with more capacity.

take top off, watch what happens when you flush. I bet the ballcock isnt working. its not actually the ball on the arm, that shuts off incoming water, but the assembly, and plastic tube, which releases the flush. New ones are cheap, and a diy job.
There is probably a hole in the diaphram at the bottom of the syphon plunger. I think you need to drain & remove the whole syphon in order to change/repair it.
On the other hand, maybe the ballcock has bent/turned and the cistern isn't filling high enough with water. You will be able to check this by looking to see if the water level is at the scale/tide marks on the inside of the tank.
ok I agree with a couple of these guys' answers take the lid off the tank and push the handle down watch what happens more than likely the flapper chain needs to be adjusted first make sure the handle is at it's lowest point by pushing down on it very gently you want the chain to have just a little bit of slack just enough that it does not hold the flapper up off it's seat
The pressure needed for the flush is created by a rubber seal that is at the bottom of the plunger, This has probally perished. These are very cheap to buy, I recently bought one 79p. Remove the lid from the toilet, to reveal the plunger. Unsrew this, and srew on new one. Replace lid, not forgetting to connect the pull handle. You should find that you can turn the water supply off to the toilet, this makes the job easier.

For the siphoning action to get started in a bowl, as much water as possible must enter the bowl as fast as possible. Check to see whether the water level in the tank is as high as it should be. There is usually a mark on the back wall of a tank to indicate where the water level should be maintained. With a lazy flushing toilet you want the water level to be as high as possible without it reaching the top of the overflow pipe. To raise the water level, bend the float ball arm "up" or adjust the clip on the refill valve cup.
