Our State Select Gas Water Heater won't stay lit. Is this a thermostat issue?

Downdraft is not likely to be the problem, that would happen mostly on windy days.
Check your pilot flame (the small flame you light) .. if it is small then you may have a dirty pilot or a mis-adjusted pilot pressure setting.
The most probable cause it that the thermocouple is weak and fails to provide enough power to hold open the pilot valve during the off cycle. Replacing the thermocouple will be the solution, they are not too expensive but need replaced after about 5 years.
To correct this you need a professional gas service technician.

Its probably is the thermal coupler it has a copper wire that runs from the pilot lite to the thermostat it needs to be cleaned or changed. the head unit detects the pilot flame if it is dirty or bad it shuts off the pilot lite.
As you can see from the number of different answers, no one here knows the answer. However, you are playing around with natural gas and you can have an explosion. Get some one in as soon as possible to analyze the problem and fix it. Asking for an answer here is not the best way to get to a solution.
When you light the pilot are you holding down the button long enough to keep the pilot lit. When you light the pilot it heats a thermal sensor, and this sensor, when hot, keeps the gas valve open to keep the pilot lit.
Make sure the sensor has not been moved so the flame is not heating it.
If it needs to be repaired the you need to have it done by a professional. Don't risk your life or your family to repair a Gas appliance on the cheap.
