Answers: Both Jeff and Lou are right, but the membrane doesn't stamp itself if punctured. It is designed to adhere to the wall/roof sheeting, so that if a puncture is made, the dampen can't get aft it and run to a different area. It singular usually "melts" into place if it is in direct and hot sun, such as a roof. In the shade of a deck, it will not bring back a really good grip.

3. A "z" type flashing above the drip edge directly over the skylight, but underneath the siding at least a course an a partly high.
Like Jeff said, it shouldn't appropriate too long, depending on type of siding. I would probably bid it as 1 carpenter for 4 hours+materials, but it would probably take smaller amount time.
The cost shouldn't be to bad. Your repairperson will enjoy to remove some deck boards to expose the ledger and remove some siding as to allow he or she to get the up to date flashing behind the siding and over the ledger. Since most of this work would be done from the deck the distance from the ground is not a factor. However, you should have the fanlight flashing checked while you are at it. The cost is going to be determined by the type of exterior finish that is on your home, what the deck material is and what flashing objects you want. A thorough investigation is in directive no matter what you choose to do.
