why does fuel leak from the under side of the carb?
But why does teh fuel flow back and out teh hole???

Sounds as if your float valve in the card is stuck or no good. OR the needle valve is corroded and stuck in an open position. You need to dissemble the carb and see if the float and valve are working properly.

your float is either sticking down and letting the needle and seat open allowing it to over fill or your needle and seat are shot or the float is adjusted incorrectly. When the fuel bowl fills the float should rise pushing the rubber or steel on brass needle into the seat (fuel entry point to float bowl. These old style updaft carbs will fill back into the intake and leak out the drain hole. Rap on the fuel bowl with a screw driver it may just be stuck. I you have never had a carb apart take it off and take it to a mechanic.
