my fan is in 230 volts, is it safe if i can plug it at 220 volts?

The rule of thumb is as long as supply voltage is within 10% of the data plate voltage everything will be fine so your fan should work on as low as 217 volts before any problems arise. And actually there is a difference between 220, 230, and 240 volts. It all depends on the transformer configuration.
