Older Home Electrical problem - brown out?

I was cleaning a basement and plugged in a shop vac. All the lights went dark in the basement. This happend in two of the three plugges in the basement. No circuit/breaker was blown. Some of the house has new wire and some is real old! Needing greneral advise. This is or will be a rent house! I can just cover some of outlets with cover plates, not allow access. How can I tell what the draw is on this circurit.

I would plug something else in like a light and see if you have the same problem. if so than your vac isn't the problem. Next go to Home depot or Lowes you can buy a circuit tracer. The device will allow to find the fuse that protects the outlet. my guess is you have a bad connects in the circuit somewhere if the circuit is fused. I find it had to believe its overloaded and not blowing a fuse. Remember a loose connection is a fire hazard it can generate enough heat to burn
