Probably used an oil base paint last time. Talk to a paint sells person in a paint store. You may need to cover the cracks or peeled areas first then use a good quality latex paint. Do not buy cheap paint unless you are moving out.

Scrape the peeling paint.
Clean the wall good.
Paint it with a primer before you paint your final color.
If your color is other than a white or neutral or if you are covering a bright color with a different color, tint the primer.
If the cracking is happening near a bathroom, you may want to consider installing an exhaust vent or open the top and bottom of your bathroom window when showering.
