My friend wishes to powerwash (with Culligan water) his own & neighbors' houses. What nearly fines?

Using no chemicals - could he still be fined? We are in the Rancho Bernardo fire zone and we want to do it. Should he buy a permit or what? People who swab there cars and driveways next to chemicals get no fines but I enjoy heard we can draw from fined for powerwashing.
