your water supply is probably the problem,, many municipalities have old systems, and some do not clean and filter as they should ,, you can buy in-line filters to help with this,, or get the large bottled water fountains!!

That filter on the end is called the aereator. Unless you really did have a filter installed in your faucet. Either your pipes are bad or your fixture(the faucet and handles themselves if in one piece) needs to be replaced.
also if the city did any work nearby on your water supply line (water mains) dirt may have gotten into the system and you may need to run the water for a while til you have all the pipes flushed out. Or alternatively, if this is a new place, the water in that city may just not taste like the water tasted in your old town.
Another possibility is that there is a filter on your water line soemwhere else and it is gunked up. start by looking under your kitchen sink for a filter that needs replacing then tracve your piping back toweard the outside supply line.

try installing an osmosis sytem... this will clean the water much better than a regular filter. ask your local plumber about it
