i have a leak in the pipe for the toilet the pipe is 4 or 6 in the leak is coming from the clean out part?

The part is called a clean-out plug, of the correct size, probably 4". Most of the time if you remove this thing, it needs some sealant on the threads when you re-install it to keep it from seeping. I've never heard of one wearing out, they are seldom removed, except in the case of a plugged line when a power snake is used to clear the jam.
You could try some joint compound or get a roll of teflon joint tape and wrap the threads in the direction they will be turned when you re-install the plug.

Sounds like you have a universal adjustable plug on your clean out. if your pipe is threaded find the proper size plug and screw it in. If it's not threaded get a new plug, they do where out.

If it is the expanding type rubber plug, usually a 4", They do wear out. It was a temporary fix at best. Find the right brass plug at the hardware store, dope up the threads and screw it in. This will stop your leak.
