Take what you have to the county courthouse and find where small claims court is and fill out the paperwork and file the fee and they will find him and serve him. That's there job to find him not yours. You will be out the fee for filing but he will give you the money back plus court cost once he is served i promise. I suspect the small claims court people already know about him if he is this bad and rips people off.
If you do not have an address for service of lawsuit, filing a small claims is not an alternative. I would suggest that you report the incident to your local Police dept....they can investigate the situation as fraud and file appropriate charges. If the person is arrested and subsequently goes to court and found guilty, you can request that he pay restitution.
Ok! Next time you buy the materials for the painter and keep them at your house until he starts and finishes. Upon completion of the work and your satisfaction pay the painter. Never pay up front even if the price is good.

I would suggest you call 2 places: better business bearau in your city and also the local news stations most have a comsumer division to protect the public from disreputable companies...then i would call this contractor the day before and explain to him/them if they do-not return your money they will have business displayed publicly in a poor way.
The cops won't do anything but ask if you want to press charges. The BBB will try to contact the contractor with a letter but if they are not a member nothing will be done but them exchanging letters they are really blow hards. If you want your money back file charges for theft and contact your states secretary of state they give businesses their registration and have contact info for each business and owner. If it is just a guy with a truck outfit then you will have to press charges and file a suit to get your money back if you paid by check stop payment if it hasn't cleared and if you paid cash with no receipt you are pretty much S.O.L.. You should be able to file the suit in small claims court without a lawyer and tell your story on you own behalf. Plus if you have this guy's phone number have a close friend or relative call and say that they want a job done when the contractor show up to give the bid pounce on his low rent piece of sh@t ***. You've just learned lesson 1 of dealing with contractors. Never pay in advance. You may have to give them a deposit or a bit more to cover materials, but any reputable contrator will do a split deal. They also tend to have cards, offices, answering machines, etc.
My advice is accept your loss as though you paid for a course at the community college.
Now my method for getting my house painted...
Pick my colors and go buy paint and all materials at HD or Lowes.
As I drive out of the parking lot, stop and pick up 2 or 3 workers hanging around the exit.
Make a deal with them for the complete job; scraping, my inspection, painting, my inspection.
Set them up working.
Drive to McD's and get enough for 5 people....give it to the 3 I hired along with a cooler of drinks.
Walk around about once an hour to make sure progress is being made.
If, by the end of the job they have done a good job, I pay them up to double what we agreed.
Make a police report. Fill out small claims papers. Have a friend call the cell number and set up an appointment for another location. Be there with the small claims paper to be served and ask a plain clothes detective to be there waiting when he arrives. In some cities the City can have a fraud inspector be there to cite the suspect because he does not have a business license and he can be arrested..
I found my contractor threw the BBB.There is a place there on line that you can type the bussiness name in. and if they file threw the BBB at anytime,If they ever had a bad claim filed against them before you,It should be there.(There name and address.Also i filed a claim threw the consumer affairs. GOOD LUCK
You obviously had a method to contact him previously, telephone number or the like? Maybe do a reverse look-up on his phone number. If he's done this before, however, he may have already changed the number or does not have it linked.
Definitely file a police report and give them the phone number as well if you have it. They can do a more thorough trace and get old records from the telephone companies.
If he was liscenced his business address will be on file with your state or local business bureau. Look into them. File a claim with your small claims court. You do need to know were he lives in order to do this. Been filing small claims with the business I work for for years. If you have his full name "google" it. Any other claims may show up wqhen you do this.
