If a Circuit breaker is at 20A & the outlets that it feed are 15A,How do I insure I don't overload it (trip)?

Your decorations are tally to that load. You may want to choose an alternate breaker. You can also enjoy another breaker installed if your breaker box has the space for it. Do not plug surrounded by more than 3 strings of large bulb lights or 4 strings of small bulb strings. If the strings own fuses in the manly side of the plug you will likely blow the fuse in the past you trip a breaker.
something to remember is that a breaker is designed to trip at 80% of the rating, so your 20amp breaker should trip once you've got 16 amps on it. As far as the recepticles are concerned, lots of houses are rope with 15 amp recp. and 20 amp breakers. The size of the lead is something to consider too, If the wire is #14 that's simply good for 15 amp, if it's #12 afterwards you're good for 20 amps. Just some information that may serve you out.
