Answers: The shower could be working at a higher amp-age than the fuse. Which medium that the fuse, by tripping, is doing its job. You could enjoy a 10Kw shower but the circuit supplying the electricity is fused at 7Kw. The fuse may also be faulty but unlikely.
IF YOU CHANGE THE FUSE ONLY CHANGE IT LIKE FOR LIKE. DO NOT UNDER ANY CIRCUMSTANCE FIT A FUSE WITH A HIGHER RATING.

Assuming you are in the UK:
You might own a shower that draws 38 amps on a 30 Amp fuse....
For every 1 kw of power = 4.2 amps
9Kw shower = 38 amps
However this does not mean you can solve the problem by uprating the fuse as the fuse should hold been special to protect the wiring.
Sounds approaching its not a fault beside the shower as you have replaced it.
You should determine that the rating for the shower is suitable for the circuit it is on. If its too powerful later only option are to replace the shower with a lower power model or uprate the supply cable to the shower.

You don't right to be heard how old the shower is? When the fuse constantly blows the appliance is unsound. Don't change the fuse rating as suggested on here.
