pump will not shut off preasure is to low?

if it is a water well, it is not building up enough pressure to trip the shut off,, your impellers may be bad or broken,, these are what lifts the water up from the ground,, your pressure switch may need adjustment or replacement,, the contacts may be bad in them,, the pressure lines to the regulator could be clogged with silt or rust.. you may have an un-noticed leak that is making it pump continuously, water logged tanks usually cause it to kick off and on very frequently so this IS NOT the problem ,,,, also you do not open a faucet to drain a tank for water log problems,, you have to open the top plug so air can enter the top and drain water through the lower plug,, or if none then find a faucet that is lower than the tank,, or as close a possible,,,

Prime it
This is a Well Pump I presume- most likely water logged, shut off the power and turn on a faucet and let out some water- if you have a bladder tank, you might need air in it.
