what would make a car not work?

Ignition problem inside the engnine? Wrong kind of fuel?

fuse maybe? for the lights.. wont start can be many things
it could be a fuse blown. Should be abox under the dash also maybe one under hood. Fuse box under hood could have a bad relay, for the starter. Also just because it sparks doesnt mean that it cant be weak...
could be atlernater, plugs or started. could even be a ground wire off side of car..

just cause the batt sparks doesnt mean it has enuff charge to start or work lights
is the park from batt bright blue with a losd zap if not batt is to dead to start car
if it is then i would look at the cables r they tight on the batt and r they tight where they hook to starter and where the neg (black) grounds to engine
if this is true then look fo a fusible link in the pos (red) cable a fusible link is a "bulge" in the cable about 1 to 1.5 inches long and is bigger around than the cable if there is 1 it may need replacing
the most likely cause tho if batt is charged is loose or dirty connections try wiggling cable connections with lights on if they flicker this is ur problem clean and reattach them
