How do you repair a bradford tree that was damage by storm?

depends where the break is on a lateral branch not too close to trunk with little amount of shattering you could most probably splint then bind with hessian and tar or some other form of waterproof closure.

That is a big problem with Bradford Pears. As they age they get brittle and break constantly.
I hate to tell you but if your tree is older then 10 years repairing it is like swimming uphill. I would take it down & plant something else.

I once lived where we planted a couple bradford pears, and after a week of rain, one entire tree started leaning and one branch was broken. I didn't want to lose the tree (it was about 20 feet tall by then) so I ran outside in the rain and cut off the heaviest branches on the side it was leaning toward. The broken branch got cut off, right next to the trunk, and the tree sent new bark around that wound.
The key to dealing with broken branches is to cut them back to the nearest branch. If you just cut a broken branch anywhere, it will continue to die back. If you cut next to another branch, the tree won't die back.
