I am looking for the best cleaning type mix to soak my hot tub filters in so the grime gets dissolved.

Make a mild solution of water and automatic dishwasher detergent (low suds). Soak them a while and rinse thoroughly to remove the detergent. By the way, if you let them dry thoroughly before soaking they will come cleaner. Seems the fabric "fluffs" when dried, letting the soap solution penetrate better.
