Does anyone know how often the landlord is required to replace carpets in an apartment he is renting?

If it's just a cosmetic thing then your landlord is not required to BUT if you are a good tennant and have plans to stay there even longer ask your landlord about it. Sometimes if you are willing to stay for a long time they will change the carpet for you. You are more likely to get something done if you offer to pay half. In the long run that isn't as bad as it seems if you plan on staying there for the next 10 years at least... Just make sure that you get it absolutely confirmed that they won't try to be jerks and jack your rent to pay for it. I wanted new carpet and they wanted to raise the rent at our house by $100 for at least 6 months to pay for it...Let's just say we have BAD landlords though. Your's may be more willing to accomodate you.

I agree with Amy: The landlord is under no obligation to change the carpeting unless it poses a safety risk or health hazard. I lived in one place in L.A. that had a NASTY carpet in it that hadn't been changed in quite awhile. It had to start tearing up from the entryway threshold and start tripping people before the landlord arranged to have it replaced.
If you have a nice landlord and your place isn't being managed from rent collection to rent collection (in other words, your landlord actually charges enough to have money for repair work), then just go ahead and ask him what the possibilies are at carpet replacement. And ask him if it would cause a rent increase...

Although he isn't required to replace it, 10 years is a long time to not replace carpet. Keep in mind, that 10 years in the same apartment is a benefit to him as much as to yourself... he doesn't have to look for new renters, worry about someone trashing the place or not paying rent, ruining the carpets, etc....
Ask nicely, tell him you'd like to stay there for another 10 years, and maybe he'll do it. You'll be surprised when you pull up the carpet how much dust is trapped under there. If you have allergies, I would definitely pursue getting it replaced.
It should be replaced every time you wash your curtains.
