what should i put over the inside of chimney of a bedroom?

there is a 2inch cement like substance on most of it.

not sure if this was some old drywall with cement possibly? just not sure

This could be plaster or stucco over the fireplace with a wire mesh or non-porous backing. You may want to rip this out so you know for sure what's behind there (could be dead animals or buried treasure). Then, frame the face of the fireplace with wood (2 by 3's, for example) and put sheetrock over that. Attach fiberglass insulation to the back of the sheetrock for weatherproofing the hole. It's hard to describe exactly what to do without more information ffrom you, but good luck!
