After ordering new phone service at my new apartment,and getting no response plugging in ,I removed screws attaching wallplate...wallplate then proceeded to fall to floor! After many fruitless attempts,discussions with electricians& frustration,I finally(8days later)succeeded! Then shortly thereafter,my bathroom light stopped working,no,not the bulb(but,fan&outlet on same plate working fine)anyway my landlord said upon my moving in,I could do repairs/upgrades.I sent letter almost two months ago...no response as of yet.And she had no problem letting me install new thermostat for free.I am a single mom!So,anyway I want to be fair when I deduct charges from rent.Electrician told me $100 bucks for service call only.I have gotten one quote for phone jack,of $145.......??????????????

I would lean heavily upon the landlord to fix the electrical problems. Depending on the number of units the landlord owns, he likely already has an electrician that he uses. I would not repair, or arrange for the repair of, electrical components myself. If the problems persist, guess who willl be blamed? And then there is the question of liability.
The landlord should have the sense to call a licensed electrician and have the problems fixed.

Unfortunately those numbers may be right, although depending on where you live you may be able to get it done cheaper.
In many places electrical stuff has to be done by a licensed electrician or at least inspected by one. Phone stuff you can do yourself.
