If my nouns conditioning at my appt. within Texas hasnt be repaired can i compensate to hold it done and charge my appt.?

I put in a repair request 3 days ago when my a/c go out and have even so to have anyone come to repair it. I live contained by south texas where it is especially hot. I work nights and havent be able to sleep or essentially do anything due to the extreme heat, its hotter inside consequently outside. I was wondering if im competent to get an outside individual to fix the A/C and then charge my Appt complex or run it from my rent.

Also should i be reimbursed for the high electric bill due to a imprecise ac?
