How the hell do I get my low-flow toilet to work better?

Remove any water blocks around the flush valve, replace flapper with a standard flapper. A more simple way is as I tell my residents is, Do your business, flush. Do your paperwork, Flush. Only use 2 that way.

make sure the water level in the tank fills up as high as possible before going over the overflow tube. that is about it. low flow toilets suck!!
Replace it with a normal toilet. These can be found at demolition sites. Either that, or keep a bucket of water next to the toilet, and pour that down the commode instead of flushing.
Low flush toilets are designed that way, there's not much you can do except replace the toilet,
Replace the toilet with a pressure assisted toilet. More expensive about $225.00 but worth evey penny. It's still a 1.6 gallon flush but with a pressure tank to push the water out.
you have to make tiny doodies! that or get a real toilet.
Not all low flow toilets are the problem. If you older plumbing lines they be getting clogged and or blocked by roots growing into them. If that's not the problem American Standard has new toilet out that is low flow but has a larger diameter drain which is guaranteed not to clog. They fit standard size sewer lines however which make them an easy change out to an existing bathroom. They are sold at Lowes & Home Depot.
