To protect you from the harmfull dust? Yes, it works well. But on the other hand, as long as asbestos siding is not being drilled, broken, scratched or otherwise damaged it will not release the dangerous fibres.
Asbestos is a very delicate matter, dealing with it is preferably left out to professionals. Encapsulating it is one of the best way to contain it. If there is no way at the moment for it to be removed, you can surely go ahead with painting your siding. Make sure you don't do any sanding or scraping.
