I've always used Murphy's Oil Soap. It removes rings left on my furniture from glass wear.

sand down, use a wood treatment, to balance the finish of the natural wood - kinda like a primer - then restain or paint and finish

The stains appear because on your surface you have a nitro cellulose wood coating. What is the colour of your furniture?
If it's in white(it has the wood natural color) you can sand it with sand paper(measure: 360-400), if it isn't you should use acetone to remove the primer and varnish. After that I recomend you to use a water base wood coating, so that you won't have problems with water stains anymore.
