I don't think you are allowed to buy one unless you can show them your license.
With the crime rate so giant, this is a suspect question. Obviously, you are interested contained by locks. There are on line classes and school that will teach you locksmithing. It can be a lucrative art.
I suggest you look into them, take the classes, become bonded and licenced, and walk into the field.

BUT if you plan on destroying the door anyhow, just capture a sawsall and cut around the lock.

Go to your local police department, ask for The Robbery/Burglary Division--be sure to bring your I.D., lots of bail money, and a toothbrush--then introduce yourself, and tell them the address(es) of the place(s) that you're interested contained by drilling the lock(s) out of. They'll be VERY glad to listen to you. Heck, you might even get the break to see if you can open the lock on a top-security prison cell door!
As a learned within the trade locksmith, I'll say drilling is not a recommend process of working a lock. There are other first steps I'd try.
One of the most important steps within learning is to never reveal what is scholarly to some one who isn't in their trade. It is roughly speaking the trust our customers give us, nil against you.
