Why did my new porch paint bubble after it rained last night?

I sanded and primed the surface and waited 24 hours between coats. Now, where the rain hit directly (ie. the stairs) the paint is completely bubbled.

Answers:
Sounds like it drew in the moisture from the bottom, ie, the unpainted side. Let it dry, scrape it again and put another coat on over it and allow it to dry 100% before allowing it to get wet. Are they wood steps? If so, could be a constant problem if they are not sealed 100 %. Concrete? Might be they are still green if you just pored them and need to cure more. Good luck
