Wow,If you lived within the city's district,there is a place on the city's trellis that tells you where on earth to file a complaint . And an unmaintained patio is on the list of things. I don't know give or take a few the county though. Maybe you could ask the city? They should know for sure, and a bad patio does make the unharmed neighbourhood look trashy.
