i have a briggs 14.5 vtwin riding mower engine thats not getting fuel to the carb any ideas why please?

Wd-40 wasn't cut out to do carb cleaning work. If the gas tank is above the engine, its surely gravity fed, if the tank is in back, or below the engine, its surely got a fuel pump. First try it without the gas cap, if it runs good, replace the fuel cap, its not venting... no change? move on, take the fuel line off at the carb, let it go in a can and watch for a steady fuel flow.... if its not steady... look in the gas tank, there may be a mesh screen at the fuel outlet, take the tank off and clean this out. And replace the inline fuel filter if it has one. If it has a fuel pump, take the outlet side of the fuel pump, and turn the engine over and watch for a good squirt. The fuel pumps can be rebuilt. Usually the diapragm in them wear out or stiffen.
NOW, if you are getting fuel to the carb, is there a big thing on the bottom of the carb, with a couple wires coming out of it? Thats the fuel shutoff solenoid (crappy epa thing) the needle in it can be ground off (dirty trick, but works) or replaced for a good bit of money. Listen for a click when you turn the key. This will not allot fuel to the main jet so the engine will fire if its not working. Make sure power is getting to it.
Next thing would be trash in the carb, take the carb apart, blow it out with carb cleaner very good a few times, through any and all holes you can find.... and compressed air to follow.... this may get you going. Otherwise a carb kit is in order and a good carb soak for a few hours.

DIRT IN THE CARBORATEUR
Take the line loose at the filter and blow air (compressed) through the line n both directons. You can bring it by and I'll turn it up for you.
Above may be correct answers. Look and follow your Fuel line to be sure it Gravity Feed. Your Fuel is most likely under the Hood in Front of Steering Wheel.
IF, the fuel tank under the seat it have a small Diaphragm Fuel Pump on one of the Heads usually the right sitting in the seat. The fuel line lead you to it. You can disconnect line from the Carb and turn the engine over to see if fuel pumps.
Check for the clogged lines/filter First, Fuel Pump second. THEN, if it has sit long the Needle Valve in the Fuel bowl may be stuck and not let fuel in. The Bowl can be easy to remove just look, some just a bolt in bottom and it use an o-ring gasket that can usually be reused if you remove careful. The Needle above the float. May try spraying WD-40 in the fuel inlet or a mild compressed air (NOT HARD) Tap on the carb with plastic handle and it my come loose without a lot of Hum-Drum. Good luck.
