I own an outside spikot when you turn it the river does not turn on?
Answers: follow the flash to an inside turnkey or knob and open that up... the small seepage is probably because you need plumber's cassette for the pipe connection... (white cassette from hardware store)
there is a spigot, somewhere between your cold water inlet and that spigot. trace it backwards.
There must be an inside cut-off stopcock for the winter.
Did it work before you 'fixed' the trickle?
Make sure that water vein is connected to your plumbing system, if so make sure nearby is no other valves within place on that line, that may be sour. Otherside its possible the valve can be frozen shut or broken, so that even if you turn the bar nothing comes out. How mature is the spikot? If it is really old, or you don't see results from checking the valving, consult a professional plumber. As far as the sillcock, be it properly installed? Is the valve closed adjectives the way? is the spout or sillcock defective?
Probably another valve inside so it can be turned rotten to prevent freezing in the winter time. It is possible though that it is weak and plugged up. First check for the valve inside.
