No, but man are you in luck. I'm a 17 year veteran of the window coverings industry so here the BEST answer. You can get a little metal thing called a "vane saver" at most hardware stores or at the Alcatraz Shade Shop in Oakland, CA. It clips on to the top of your slat and "re-creates" the hole you are in need of. They cost about $2 bucks each.

Your other option is to buy a new slat at a window coverings retailer avg. price $10-12.
