You should change your filter every month to keep your unit clean and it really lowers you electric bill from 10 to 20 dollars.
My dad does this for a living.

if the air conditioner doesn't get good air flow it will trip the breaker (reset button) on the unit itself at times. So yes if you have changed the filter and the reset button on the unit and it is not the breaker in the panel it should. if it doesn't call a tech to come and check it out. good luck
Is the fan inside your house running? if not check your breakers. If you have power, see if you have low voltage, 24 volts, at your thermostat. you can have regular line voltage to your outside unit, but without low voltage your contactor will not close the circuit and the outside unit will not come on. Hope this helps.
