first off their is there boots that should help prevent a grounding for the current. Also it would have to be a steady stream of water to carry the current, and depending on the setting on the nozzel the water is actually being broken into alot of little droplets since they will absorb the heat better and cool the fire thus putting it out. Lastly, power should be cut to any building where their is a fire, either the meter is pulled by the firedepartment, or the trip the circutit breaker, if the fire itself hasnt already shorted everythign out.

They have their boots and gloves which they wear to prevent shock... their rubberized clothing also helps in case a loose wire touches any other area besides the feet and hands area.
When the transformer behind my house caught on fire, the fire department called the electric company and had them shut the power down for our grid before they put the fire out.
