Without replacing an entire zipper, what is the best way to fix a zipper that won't join the two sides?

Forget it. Zippers cost nothing to replace and everything to fix. You're talking about bending little tiny metal teeth and it's all way too complicated. Just cut it out and sew in a new one.

you could try cutting between the teeth, at the very bottom and slip the zipper back on track, then when you get it to work, stitch the area where you cut so that the zipper can't come off.

I have seen in sewing and button places, replacement sliders, the thing that goes up and down the zipper.
If the teeth are alright, you remove the old slider, and replace it with a screw on new one.
Beats replacing the whole zipper.
My mom always replaces the slide. Don't know how she does it, but it can be done.
Sometimes it's better to do that than to try to have someone replace the whole zipper, depending on the complexity of the zip placement and what the garment is.
1. Remove the zipper
2. Take it out from the restraining stitches
3. Pull out the joiner (or whatever the central thingy's called)
4. Put the 2 sides together
5. Put on the joiner at one end
6. Make sure both sides are parallel
7. Pull
8. Replace zipper
cut small piece out of one side slip zipper on sew end shut
