Does a new intallation of an upright stove iinvolve screwing it to the floor?

Recently one of the units where I live in Queensland Australia had a new stove delivered. Their letting agent required that the stove be bolted to the floor. I feel this would have to be a health hazard as now it cannot be pulled out for cleaning purposes

Here in CALIF-USA, the provided hardware is for securing the stove to a back wall. This is to prevent it from tipping over should the oven door be accidentally left open or any young child playing and applying a downward pressure on the opened door. This is especially dangerous should there be any boiling liquid on the stove.
One can always unbolt & pull out to clean, a little inconvenience but well worth the trouble from point of safety.

They might be scared that it will be stolen.
Most places require upright items to be bolted down for obvious reasons during earth quakes . They especially wouldn't want something capable of starting a fire falling over . This may be a safety concern .
It's to prevent tipping when the oven door is opened and a heavy pan from the oven is rested on the door. This could dump a boiling pot on top of the stove on you.
