For starters, make sure the flapper chain is the right length, not too short.

Set the height for the water in the tank. Or it could be too sensitive to vibration.
Replace the flapper in the bottom of the tank. It looks like a stopper.
I have the same problem except mine runs constantly. Had someone look at it and he said that I needed to get a plumber! I'll check back to see if you get any suggestions!
i have seen the problem when the chain gets stuck on the end of the flapper thing
you may also need to remove the chain for a minit and make sure the handle can rotate frely without geting hung up (like if it were too tight or something)
you have to exorcise it ,the phantom pooper has manifested in your bath room or the stopper on the bottom does not seal very well ,maybe it is worn check that out ,if you got no luck with that you may have to resort to a priest
Also check the seal on the flapper. If it was slowly leaking, the water will be running out, triggering the blub to drop and the tank to refill every little while.

Adjust the float to a lower setting. It's not closing the valve.
Most of the time this happens is due to water leaking around the flapper into the bowl. It can also be due to other seals a being bad or being pinched when installed.
If there is no water around your toilet the the problem is still with the flapper.
I know you said you replaced the flapper, but most of the flappers you buy at the Home centers or Wal-Mart etc. are Universal Flappers. This means they are supposed to work on all toilets due to the standardization requirements.
If this really worked all toilet mfgrs. would buy the universal flapper in large volumns to save money. They do not do this for a reason. Usually each model a mfgr makes has different requirements for the flapper to work properly. That is why they have the flappers they install made to specific standards for their units.
You need to get a flapper that is designed for you unit. The information for mfgr and model etc. is usually on the bottom side of the tank lid.
If you cannot find a Plumbing supplier in your area that supplies the correct part the you can find it on the Web.
Just like Universal Remote Controls for tv's etc. they rarely do the functions the OEM remote control does. The same is true with Universal Flappers for toilets.
I'll bet the water is slowly filling the tank and running over the overflow, usually the 1 inch dia. white tube inside the tank. You can adjust the level in the tank by turning the screw at the top of the float. A flapper problem would cause the toilet to run all the time.
soounds like the flapper is not seating correct. add some food coloring to the tank that will tell you if you are loosing water from the flapper to the tank. If not then perhaps the fill valve is bad. Not much else to replace in a toilet.
