you have a short in a wire somewhere. Not getting all the volts you need. Not a cut wire, then you would have an open and it wouldn't read any volts.
YOU HAVE TOO MUCH RESISTANCE SOMEWHERE.. A SHORT.
trouble shoot it with your multi meter...check the complete circuit.
Quick question for you... Are you measuring Black and white? If so that would explain why only 66V. What you are reading is the backfeed from another device downline on the neutral. Try measuring black to ground. It sounds to me like a black wire has come loose in the pigtail in the switch box or possibly in the switched box. Other than that there IS NO WAY to get only 66V now on a single phase. That would mean everything in the house on that phase is trying to operate at 66V also and that doesn't sound like it's happening.
