If i resurface my sidewalk with 1 inch of new concrete will it hold up?

Not a chance. If you bust up the existing sidewalk and remove most of it .Then drive some rebar dowels into it vertically,maybe. But you need 3 inches minimum or it'll crack and fall apart

Nope. If you do that I am certain that your "repair" will look much worse than the condition of your current concrete after a couple of months.
No. First off, you'ld have a hell of time trying to screed it (level it with a board) because one inch is barely enough to allow space for the rock that's in it. Even without the rock, one inch of concrete would likely not hold up to foot traffic, expansion due to heat and cold, moisture getting under it, etc.
