My septic system distribution box lid is concrete and heavy.Is it expensive to replace with a lighter lid?

Why are you opening it up? The lid is heavy so that little kids can not open it and fall in and die. That is also why they usually chain and lock them.

You can, but you would need to buy an lid which is seal able also probably an bit expensive.
