sounds like a clogged drain pipe. try snaking it or running some Drano down it. If it has a trap which it should try clearing that too.
if that does not work call a plumber to either clear it or install a bigger drain pipe.

Sounds like a drain pipe problem not a washing machine problem.
HAVE YOU CONSIDERED THE POSSIBILITY THAT THE DRAIN PIPE MIGHT BE CLOGGED AND NEEDS TO BE CLEARED ????
Your best bet is to call a plumber & have the drain lines cleaned all the way to the sewer main.
If this does not help, you can hook the washer drain hose solid to the drain pipe, but be sure & install a siphon break on the drain hose.
Depending on how slowly the water drains out, it may cause problems with yor machine because the drain & spin cycle may run out of time before it completely drains-resulting in wet clothes.
Call an trusted plumber, there are many reasons but the most common is that the washing machine is to far away from the drain pipe, or the pipes are not man enough to take the pressure of water or amount of water.
