What is the best way to remove dried up bubble gum from the sidewalk?

Rub it with ice then wire brush it. It will break into little balls. You may have to repeat.

Peanut butter will break down the esters in the gum and it should help you clean it up. This solution works great for things that don't absorb the grease - no grease stain. (If you get gum in your hair it works great too)
There is a product called cold freeze that comes in a can. It's cold pressurized air that turns whatever the substance is into something that will allow you to get the gum up. I forgot what its called though. I did, however, buy mine at the local drug-store near my home. So maybe you could check there?
