Water draining out of Ruud Air Inut?

You probably have a blockage in the drainage pipe, that would normally drain the water into a pan where it would evaporate. If you can't find locate the source and clean it out (a pipecleaner would work well), unfortunately you'll have to call an a/c repair person.

AC systems have a drain that (mine anyway) goes from the air handler in the garage and ends up as a piece of white PVC pipe near the fan outside. All the condensation that the ac take out of the indoor air drains through this. About once a year it gets clogged with slime and algae like stuff. I just suck it out of the drain with my wet/dry vac at the end of the drain. search for 'AC drain' on yahoo you should be able to find examples

Sounds like trap is missing, If unit runs and you can feel air being pulled Through drain line toward unit You need A trap, all the trap does is hold water and not allow air to be pulled to unit and allows water to keep trap full and drain. If you don't have a trap it will only drain when unit shuts off.
