the question is why did you hire an unlicensed non-professional?? ANY wire , no matter what, MUST be insulated,, especially if it is in a drywall or wall of mobile home, Insulation doesn't burn like timber does, but if it is insulated with polysytrene, then you are in trouble..the bare wire could be touching the wall itself or if condensation builds up then you could have a spark if the live or neutral is bare...for your own sake, take the other guys advice and turn off the power, open up the socket or switch or expose the suspect junction, and wrap each individual wire with insulating tape and then wrap the whole area to be sure..just be sure not to leave brown (live) and blue (neutral) touching, and be careful and think about getting someone qualified next time

The answer depends on what the insulation is made of. If its glass wool then it wont burn or conduct electricity. Why not get him to put an insulating layer of tape round the bare parts?
I'm going to have to say it is flamable. Since it is a mobile home its just fiberglass. I will have to disagree with the other on the second part. If they guy doing work for you want to leave bare wires and tells you it will not cause a fire, I would not let him touch anything else.
