Poor river pressure since switching to city river?

For the longest time my mom has have a well and septic container, about a yr ago the city put contained by sewer lines and her water pressure droped a apposite bit. i know her house is old and at hand is build up in the pipes but here is no way she could ever reimburse to have them replaced. is at hand anything else that she could do to clean out the pipes or adjust somthing?
