The previous owner does not need to give you a landlords certificate because you are not a tennant and they are not your landlord.
Most gas compaines will offer a basic gas safety check for your gas appliances, this only makes sure your appliance is in safe working order. There is nothing stopping you getting a full service on your back boiler and fire. I would recommend this as any flue or vent problems with this type of appliance can lead to serious problems.
If you contact Brittish/Scottish gas they offer a one off service without having to have a contract, I'd contact them, they might not be well liked but they are the best and most reliable company to do it. I'd even consider getting a contract with them as they offer a 'Home Electrical Cover' contract that covers all your fixed wiring and accessories. Two birds with one stone.
