Use bleach to remove the mold. After you have removed all of the mold and you have given the concrete blocks some time to dry back out you need to seal them. Go to you local home supply store and look for this, it's usually near the deck sealers. You will see the ones for concrete and make sure you get the kind that will resist moisture. You seem to be having a moisture problem in your basement, you might want to make sure you are not having any leaks any where and as the other person suggested get a humidifier or something to control it. Sealing the walls will help in the moisture from the outside not seeping through the blocks.

Bleach works very well at killing mold. Put it is a spray bottle and spray it over the mold. Make sure your basement is ventilated and maybe even put in a few fans to ventilate the air out. Wear a mask if you can to help with fumes as well. To keep it off, you might want to invest in a dehumidifier so that your basement is less damp.

mix tea tree essential oil ( aromatherapy oil) 1 oz to 1/2 gallon of water and spray it on the bricks
bleach it then get a dehumidifier to keep the humidity down
