How (why?) do ceramic tiles get "dislodged" from the concrete flooring even when they are adhered by cement?

The daily stress on the tiles, is benign, as in apartment type home. And age of the home is just around 10 years.
The way we can tell is either, the tiles "pop" up and crack, and by knuckling to hear the hollow.

if it sounds hollow under the tiles there is not enough thinset to adhere the tiles to the floor. easy way to tell is when they pop where is the thinset adhered to. if its the floor then there is not enough thinset. if its adhered to the tile the the floor may have an issue.

Roughen the area where you want to reinstall the tile. Use sand paper or some other type of tool to put small grooves. Make sure there is no dirt or dust catching. Give the tile proper time to seal. Most people walk on it too soon.
