if I feel fairly confident I can do it without destroying something, or know someone that can fix my mistakes, Ill do it.
Just so you know, I never destroyed anything, and never had to call someone to help fix my boo boos!

Untill I realize that I have absolutely no clue, and even then I'll probably end up just figuring it out, or get a book on it at the library, or look it up online and get it done just as well.

As far as I can to get good results without danger.
Example: I do all the cable TV wiring that the installation guys don't do, but electricity I don't do anything major - because if I f--- that up, there's a fire hazard and it invalidated my fire-insurance.
I do everything myself, including plumbing, electrical, mechanical, tiling, etc.
The one thing I ALWAYS do is: Do ALL WORK & REPAIRS ACCORDING TO LOCAL CODES!
If in doubt, check with your local inspection office for code requirements!
If you do things according to code, your insurance cannot deny any future claims.
I do all of my own work if possible. I don't always have time to do some things. When I needed a new water line I had a brother in law run the ditch witch to dig my trench for me because I had to work. Then I did the rest. When out in the country I ran everything out to the electrical pole myself. In town any electrical improvements beneath the main breaker.
I try to stay out of the pocket of "professionals".
