Halogen GX5.3 Spotlight?

Hi. Can any electricians help?
Tried to swing a halogen GX5.3 spotlight, when it popped out the two pins were still surrounded by the socket in the ceiling. I suspect they snapped past its sell-by date when my brother tried to twist the bulb out of the socket. The socket is metal on plastic.
My interrogate is, will it be safe to remove respectively pin with a double act of pliers or will I get a shock ( prominently I've turned the lights off ). I know it's probably safer to turn past its sell-by date all the electrics but I of late want to check if I need to.

Answers:    If the switch is bad you are safe you could shut bad the breaker to be more safe if you surface you need to.
You may also be capable of use tweezers to remove the prongs in the socket.
