Try a plunger first. Make sure the plunger has a good seal, and plunge it 20-25 times. If that doesn't work, dump in a cup of baking soda, and the 2-3 cups of white vinegar - the chemical reaction should disolve any paper/crap blocking the toilet. Let the mixture sit for half hour or so, and then try the plunger again.
get a 5 gallon bucket and fill it with water.. pour water into bowl as fast as you can. You mite have to do this 3 or 4 times. This really works...
