What's this problem near my toilet?

i have to hold the manipulate down longer then conventional for everything to flush. if i simply flush nothing will jump down. i took the lid off and flushed to survey it and when it was refill water shot up, i scrounging like to the ceiling. also when i flush hose down runs down the side and there's a puddle on the floor. I didn't notice this problem until my floor started to warp. how simple is this to fix? and what should I be fixing?
